The secret is timeshifting or DOWNLOADING to any platform capable of reading and writing any form of video. i.e., Digital Video Recorders like TiVo, and Video Cassette Recorders.

Full screen, full-motion video, even HDTV, can be buffered on a TiVo type device and searched by the user. Individual images of one or more video fields can be used as still pages, limited only by the resolution of the television system on which it is viewed.

While the speed of download of this 'web page' was a function of your modem, ISP and internet loading at the moment of download, the delivery of a video 'image' or 'page' is fixed at the frame frequency of the local TV system.

For example, the highest delivery speed is 1/60th of a second for a 'field' of NTSC.
